Debra Hall is the Principal of Hall Arbitrations. She has more than 20 years of experience in the insurance and reinsurance industry. Ms. Hall practices as an arbitrator, mediator and expert witness with respect to insurance and reinsurance disputes as well as a consultant to the insurance and reinsurance industry (see related web site at www.regulartoryandriskconsultants.com).

Prior to pursuing her current activities, Ms. Hall held several industry positions which have provided her with extensive background and knowledge of the insurance and reinsurance industry and its customs and practices, including: Senior Vice President and Senior Regulatory Counsel for one of the world's leading reinsurers, Swiss Re, based in Zurich Switzerland; more than 14 years as Senior Vice President and General Counsel of the Reinsurance Association of America and as General Counsel for the Illinois Receiver's Office in Chicago, Illinois. Prior to her affiliation with the insurance and reinsurance industry, Ms. Hall was a government litigator in Chicago, having been lead counsel in key class actions on behalf of Illinois.

Debra Hall is a certified ARIAS-U.S. Arbitrator and has undergone formal mediation training at Pepperdine School of Law. She is an experienced negotiator, having negotiated and settled class action litigation as well as major legislative and policy disputes. She is skilled and experienced in regulatory policy analysis and diplomatic relations at international, Federal and state levels.

Ms. Hall has acted as an expert witness in Federal and state courts, provided expert testimony before Congress and state legislatures and represented the U.S. Department of Commerce in regulatory issues before the Brazilian insurance authority and Ministry of Finance.

Ms. Hall has co-authored more than 50 amici briefs on behalf of the reinsurance industry in federal and state court litigation. The subjects of Ms. Hall’s expert testimony and amici briefs have included:
